Justin Bowser has overall responsibility for HTK's government business, plus Board-level responsibility for security, quality and customer satisfaction.

Since joining HTK, Justin has established the company as the leading UK provider of public sector messaging and mass notification solutions, serving customers directly through the government Buying Solutions procurement framework and through partners including BT, Cable & Wireless and Lagan.

His main interest is in the development of interactive, personalised Software-as-a-Service (SaaS) tools for warning and informing the public, and how these can be used to simplify and enhance the two-way dialogue between citizens and public sector organisations.  

Justin joined HTK in 1997 following a 10 year spell at BT, where he was responsible for the installation and commissioning of large-scale computer systems for UK Government agencies.  Previous roles at HTK have included Technical Design Authority for the UK National Police Portal (2001-2007).

He holds a first class honours degree in Cognitive Science from the University of Sheffield, and is married with two young children.
